INFORMATIONAL BULLETIN №2 OF INFORMATIONAL CENTER OF INDIGENOUS PEOPLES OF KUZBASS

One of the main national Teleut's rituals - toi.
I'm Kolchegosheva Veronica Alexeevna, my nationality is teleut, clan - tyolyos. I am the indigenous inhabitant of settlement of Teleut. In school days I was engaged in amateur art and performances (performance of songs and dances), i.e. we sang the same songs which earlier our grandmothers sang on any holiday, or any work was accompanied by a song. Today national songs can be heard only at a thematic concert. The same concerning dances.
As a lot of national traditions are being lost, weddings are held in Russian way. To see national wedding it is possible only on revealing event.
Before most of young people found a sole mate during gatherings (oindar - games). They were called gatherings because they always began in the evening and lasted all the night long. And they are carried out on Christmas holidays from January, 7 till January, 14. At gatherings they dance, sing national songs and play games. All people gather there where they are held more interestingly. But it's especially sad that the sense of games is being lost. In different settlements they are perceived differently and often the rising generation needs only disco. No gathering is held without bride's stealing, even without her consent.
If the bride was stolen violently and the girl spent night at the groom's house, it meant she got married. Next day they dressed the bride in national clothes and plaited. And they always plaited tana in hair, it means that now she is married. Tana consists of a silver coin and two short ribbons; two plaits (two fates) are united by tana. Parents did not accept back their daughter any more.
If the girl was stolen on arrangement, they arranged tyarashtyk - reconciliation. In the morning, matchmakers - two, three men came in the bride's house and informed parents, that their daughter was stolen. They came with a gift, put it on the table, and persuaded bride's parents to reconcile. They discussed all conditions of reconciliation. Bride's parents could request the bride money, plus drinks and a sheep. After that one of matchmakers went to the groom to tell all conditions, and other two people should invite bride's relatives to a reconciliation party and bring her close relatives. When relatives gathered at midday, but not in the evening, groom's relatives together with him, with bride money, with a gift, drinks and with cooked mutton came to the bride's house. There close relatives of the bride sat around a table, groom's relatives laid the table. They introduce the groom to bride's parents and relatives.
Then in a month the groom with the bride came in the bride's house with a gift. Her parents and relatives accept the groom as the dearest and the closest relative. After that they agreed about a wedding day which must be celebrated on any holiday.
For wedding they started preparations since Tuesday. Before wedding they started to cook and put a dowry in a chest.
Earlier they prepared a very rich dowry for the bride which consisted of eki ton (two fur coats), one fur coat - for daily use, another – for holidays, eki syrmal (like a winter coat), chepken (like a woolen coat), telen (autumn clothes, like a raincoat), chimek ( abride's wedding dress), charik (leather footwear), chuluk (knitted golfs, stockings), kinek(a dress), platar (scarfs), kish peric (a winter cap), teshtec (a breast jewel), tyaka (a collar), kur(a belt), pillows, tezhek (a feather-bed), kozhego (a drape above a bed), oryn tyabu (a coverlet on a bed).
On wedding day in the morning the bride was dressed by sisters- in- law, i.e. wives of brothers, accompanied by national wedding songs. They plaited a tana in hair, dressed kinek (a dress) with toshtok (a breast jewel for a dress), tied up kur (a belt), a big scarf, telen and chromic boots. The groom was dressed a cap, a shirt, trousers, telen, kur and chromic boots.
They made a bed: put a feather-bed, two blankets, cover oryn tyabu and a coverlet, four pillows, hang up kozhege (drape above a bed).
From the bride's side relatives laid tables and cook the ram and waited for visitors. All relatives from the bride's side carried on the first day of wedding kinek (dress) as a gift. All presented dresses were put next to the bride's bed on a chest. All relatives waited for newlyweds.
On the groom's side in the morning they started to lay tables and cook the ram. They cut up the ram for wedding and cooked it on a fire in the street. From offal they cooked tergom (they are 5 or 7 parts of liver and stomach wound with guts). Tergom was cooked separately in a saucepan, cut up and served up. At about 12 or 13 o'clock all relatives with newlyweds went to matchmakers with a gift. There they dressed the bride an additional clothing, changed her dress, telen and a scarf. Then all women sat at tables and ate, and men went out to kure (a fire - the family's hearth). Men sat in the street around a fire, and treated the groom's relatives and not far from here the closest aunts and sisters of the groom got dresses as a gift. After that all the groom's relatives were going home. They invited the bride's relatives. The newlyweds stayed at home.
Bride's relatives, going to visit matchmakers, took gifts, dowry and took it out singing a blessing song (toi saryn), first of all they took out the chest. All presented dresses were brought to the groom's side. Wedding from the bride's side went to the groom's side.
First of all into the house came the groom with the bride, then they carried the chest and the dowry (a bed and bedclothes), a gift and then visitors came in. At the groom's house the tables are also laid, they started a fire (kure), men went to the fire, put drinks and meat of the ram. For dearest and oldest relatives they gave ucha and tesh.
In the house they began the ritual in front of stove (the family's hearth): newlyweds bowed and asked for family well-being, then left the house and bowed birches and so they repeated 3 times, together with them the closest groom's and bride's aunts bowed. But aunts must be married and have children that newlyweds would live for a long time, their family would be strong and they'd have a lot of children. All this is accompanied by a wedding song. At the same time in the newlyweds' room the bride's aunt and her mum made the bed.
After that all the relatives from both sides celebrate the wedding. Next day they had pelmeni which were prepared by all relatives and friends. At 12 o'clock the bride's relatives arrived. Newlyweds accepted gifts and everybody drank and ate pelmeni.
It is one of examples of the lost ceremonies and traditions. I would like peoples to think about their history, future or soon we'll think if we are teleut's or not. In fact indigenous peoples have a lot of rights and opportunities, especial for revival and maintenance of the culture, traditions and everyday life.

Peoples which do not know their own history, have no future …
I'm Kolchegoshev Eugeny, 23 years. My clan is Tyolyos. I graduated from International Kazakh - Turkish H.A.Jassavi University by specialty of the tourism manager.
I am the trainee of the second group of the Kuzbass’ Information Centre of Indigenous Peoples "Tildys". I took the training course «Education in the Field of Human Rights, Rights of Indigenous Peoples». During our studying we participated in the work of the training seminar for indigenous peoples “New Forest Code of the Russian Federation and Rights of Indigenous Peoples to Traditional Living” which was held in the Altai Republic (Artybash village). Olga Yakovleva, member of Moscow Regional Board of Barristers, Honorable Barrister of Russia and Elvira Grishenko – executive director of autonomous non-commercial organization “Right for Life” gave lectures.
Changes in the Forest and Land Codes of the Russian Federation were analyzed there. During this seminar I had an impression that the deputies which accept laws, decided to sell out all our land, forest, rivers to the private land. And they give equal rights to Russian citizens and foreign citizens and persons without citizenship. All these lands, rivers, forest are an integral part of life and activity of indigenous peoples. In the town of Belovo the coal mining is close to domicile of indigenous smaller people - Teleuts. In the Ecological doctrine is told, there should be a fair distribution of the profit from sale of natural resources.
At the moment there is a problem - ignorance of native language among youth, ignorance of culture and history. People who don't know history, has no future. To go-ahead, it is necessary to know: who were our ancestors; what trace they reserved in the global history. How we can belong us to Teleuts if we don't know our own history, native language, culture. It's very good that in Bekovo (Belovskogo district) is taught teleut language as a facultative subject. Certainly it will be good if teleut language is taught everywhere where Teleuts live, even if at clubhouses.

Way to revival of nation …
I'm, Fajzrahmanova Svetlana Petrovna - the trainee of first course. I would like to advocate my nation again, to raise the level of knowledge among smaller peoples of Kemerovo Oblast because the destiny of my nation isn't indifferent for me. It is necessary to know our rights and to be able to apply them in the life. I live in a civilized country, and I want my children and grandsons to be competent and educated.
From 26th September till 26th October 2007, I'm among of second group of the Information Centre of Indigenous Peoples of Kemerovo Oblast, took the training course “Education in the Field of Human Rights, Rights of Indigenous Peoples”. During the training in the center I familiarized with bases of international law in the field of human rights and the rights of indigenous peoples.
For us this theme is actual because we are smaller peoples of the Kemerovo Oblast and we begin to realize our situation and make our forces more active for the decision of our problems. Now there is a process of registration of public organization "Tashomur". The head of a community is Kormina Lyudmila Vasiljevna. The aims and objectives of this organization are health of teleut's population; preservation and development of culture; traditions; popularization of oral and song folk art; holidays and rites. I am interested that we'd have a lot of people with an active, conscious social position in Novobachaty village.
The majority of indigenous people faced with legal questions as: how to register the land, whom and how to address by adjustment of disputes, what mechanisms of protection of rights exist, etc. Thereto in the town of Belovo the center was opened where trainees take a course of training.
On 29 November 2006 г. the governor A.Tuleev signed the law about social and economical development of Kemerovo Oblast's nations. Program actions are directed on realization of the aims and objectives: the maintenance of peace and stability in the Kemerovo Oblast; arrangement of conditions for maintenance and development of language culture of all nations living in Kemerovo Oblast; improvement of life quality of Kemerovo Oblast's indigenous smaller peoples.
For achievement of specified aims, within the bounds of the Program the following objectives should be solved: arrangement of conditions for national - cultural and social - economical development of peoples; development of a social infrastructure in the places of compact living of Kemerovo Oblast's indigenous smaller peoples; increasing of an educational level; preservation and development of national languages; prevention of occurrence of interethnic contradictions; arrangement of conditions for consolidation of interethnic cultural cooperation in territory of Kemerovo Oblast. We are Kuzbass' indigenous – Teleuts, directly get under this program, it allows us to solve problems of our nation, but unfortunately do not all peoples - Teleuts know about this program and how to apply it.

I am Vyachislav Petrovich Kargachakov, a second group intern of Information Center of Indigenous Peoples of Kuzbass. I live in Novobachaty village (Belovo district).
The territory of Novobachaty consists of two settlements – Novobachaty village and Ilyich settlement. Tamara Vasilyevna Mikhaylova is the head of Administration of Novobachaty territory. There are a secondary school, a kindergarten, a brunch of art school for children, a first-aid station in Ilyich settlement, a village clubhouse, a library, a branch bank, a postal telegraph office and a section of housing and communal services. There are two shops of regional cooperative society, a shop of Belovo inter-district foundation and three independent stores.
In December 2005 an outpatients' department and sports and entertainment youth center were founded. The outpatients' department serves both settlements. Preceded it much preparatory work had been done. A spacious and light building of the department concludes three-man day patient facility, dental room, dressing room, procedure unit, inoculation and physiotherapeutic rooms. Obstetric and preliminary examination units are also well-equipped. There is also a branch pharmacy there. A general practitioner has a separate room. There is a medical car to serve the Ilyich settlement. Besides social infrastructure there are Ilyich kolkhoz,
agricultural artel "Svetlana", 30 farms and "Razrez Novobachatsky" Co Ltd.
The majority of the local population works at kolkhoz, farms, government-financed organizations and coal producers, and some of them live off their personal subsidiary plot.
The Novobachaty village clubhouse is manned by organizers of cultural activities. Valentina Ivanovna Yudina has been the director of the clubhouse for 14 years, and Margarita Anatolyevna Yelagina has been the creative director for 13 years. The Mukhins (Valery Viktorovich and Lyubov Vladimirovna) and the Panenkos (Valery Pavlovich and Tatyana Dmitrievna) moved to Novobachaty after finishing Kemerovo State Institute of Culture in 1984. Their amateur talent groups confirm their creative potential and professionalism. In 1987 choreographic group "Ulybka" directed by T.D. Panenko was awarded to honorary title "People's", and in 2001 folk group "Sibiryachka" directed by the Muhins was also awarded to honorary title "People's".
"Sibiryachka" has got brunches – children folk groups "Ocharovaniye" and "Dolinushka", and children group of Russian instruments "Ozornye Rebyata".
These groups are also widely known outside their region and oblast and took part at a Governor's reception.
In 2004 V.V. Mukhin was presented with a medal "For the Service to Kuzbass", in 2005 L. V. Mukhina was presented with a medal "For Faith and Good". In December 2005 Margarita Kolchegosheva, a soloist of "Ocharovaniye", was presented with a medal "The Hope of Kuzbass".
For their services at amateur art activities children groups were awarded to Black Sea coast tourist vouchers. T.D. Panenko accompanied the children on their trip.

My address is the town of Belovo.

On the 30th of October, 2007 our group met Shchekoldina Nina Vasiljevna, the deputy head of our town in the work with administrative bodies and public order. The following questions were presented to Nina Vasiljevna: 1.
What is the status of Teleut?
The municipal formation the town of Belovo from the point of view of names of localities, includes four settlements of urban type (SUT): Gramoteino, Inskoy, Bachatskiy, Noviy Gorodok and two rural settlements: Zarechnoe and the village Gramoteino. Teleut has no status; it just belongs to the municipal okrug Belovo and the microdistrict Chertinsky.
Also the question about a correct writing of the address was asked. Nina Vasiljevna answered, that it would be correct to write the town of Belovo and further street, number of a house, i.e. it is not necessary to write the settlement Cherta, because Cherta has no status of SUT. The recognition of any status is possible just within the framework of the regional legislation.
2. What are the conditions to receive the status of municipal formation (settlement)?
To receive the status of a settlement of urban or rural type, it is necessary that half of the settlement was engaged either in agriculture or work at a factory. The name of a settlement of urban or rural type depends exactly on it. Nina Vasiljevna gave an example of the working settlement Artyshta. To receive the status of settlement, it was necessary at first to analyze the employment of the population, and then on the basis of the received data to give the status. In the end of the done work was found out that the most part of Artyshta population is engaged in agriculture, so it received the status of rural settlement.
Nina Vasiljevna answered our question about the minimal population size to receive the status of settlement that within thirty days she would give a written answer on the basis of law.
3. Have we a public center of the legal information in the town of Belovo where the people can receive a legal consultation free-of-charge?
Nina Vasiljevna did not hear anything about such center in the town. But the permanent system of informants' training exists in our town. The themes, interesting for people, formed by an organizational department of administration according to timetable. Trainings are held every month and the distribution material is given out to all participants.
4. Have we a justified distribution of good for population from use of natural resources and the access to them according to "the Ecological doctrine »?
Free coal is distributed among the workers, working at the coal enterprises. Another part of the answer concerning us as the representatives of indigenous peoples, Nina Vasiljevna would give us in writing on the basis of law.
5. Is there a recultivation of the land, disturbed in the result of the excavation of mineral deposit?
At the moment the work on the land recultivation has already finished. The land was liquidated by the mine Pionerskaya. This work was held at the expense of means of the federal budget.
At the moment the case about the impleading to the amenability of the federal owner is at bar. Case at law is the problem about the recultivation of the land disturbed by the work of the Zinc factory.
Nina Vasiljevna advised to find out the more detailed information about the land recultivation from Chernetsova N.S., the chief of the land committee. On the hole the meeting went off successfully. We were very glad to meet Nina Vasiljevna because the conversation went off in a warm and friendly atmosphere. We got almost all answers to our questions and we hope to receive more detailed information in writing.

We worry about the Safety of our Children.

On the 30th of October, 2007 the second group of trainees of the Kuzbass’ Information Centre of Indigenous Peoples "Tildys" met Kuznetsov Gennady Stepanovich the deputy head of the town of Belovo for industry, transport, connection, the consumer market and services.
One of trainees asked him about the inclusion of the additional bus Belovo- Zarechnoe - Belovo because only four buses go to Zarechnoe. And the last one comes at 6 p.m. which is not convenient for the working people. Gennady Stepanovich replied that this question would be examined during the three/four days, and they would inform us about the results.
Also the question about the safety of the traffic in the area of school №5 was put. The pupils have to cross the road to get into the school but it is not safe because children of this school are in the grades of one to three. Though there are signs "Children" and "Zebra crossing" in the road it is not enough for the children to go to school safely, and for the parents to let off their children to study there. There is a turn on this part of the road and all drivers don’t reduce their speed and do not often notice the pupils. The traffic accidents have already been there. We, the trainees of the Information Centre suggested either to put a "lying" policeman or to be on duty and to direct the traffic every day.
Gennady Stepanovich wrote down our questions and said that he would inform us about the undertaken measures about decision of the given problems.
