International Seminar ''Traditional Knowledge of Indigenous Peoples: Issues of Preservation and Legal Protection. International and National Aspects''

The international seminar “Traditional Knowledge of Indigenous Peoples: Issues of Preservation and Legal Protection. International and National Aspects” for representatives of small-numbered indigenous peoples of the North, Siberia and the Far East was held on 22-23 October 2009 in the hall of the Academic Senate of the Russian Academy of Civil Service (RACS). 54 representatives of indigenous communities and organizations from 19 subjects of the Russian Federation, 2 representatives of WIPO, 5 representatives of the federal authority and 2 far and near abroad indigenous representatives (71 persons in all) took part in the seminar.
On the first day of the seminar WIPO representatives briefly reviewed WIPO’s activities. In their reports and presentation they paid special attention to intellectual property of indigenous peoples’ traditional knowledge and gave examples of legal protection of indigenous peoples’ traditional knowledge abroad.
Rospatent representative informed the seminar participants about the existing forms of traditional knowledge’s legal protection in the bounds of the Russian legislation.
Large amount of information was offered during the seminar. Guides and literature fit for the seminar helped to facilitate perception of the legal material.
The second day was fully devoted to skill-sharing of indigenous communities and organizations in the field of preservation of traditional knowledge. Academic communities’ representatives made reports on the history of research of indigenous peoples’ traditional knowledge of the Russian North and Siberia.
Discussions held during the seminar revealed the necessity to arrange special meetings and seminars and to publish guides on the subject matter.
In the unanimous opinion of the participants the seminar was a great success. The speakers made special mention of the good organization of the seminar and strong qualifications of the guest WIPO and Rospatent specialists and the foreign expert from Tanzania. According to the participants the work was effective and the material presentation was interesting and accessible. They were grateful to the Ministry of Regional Development of the Russian Federation and WIPO for financial support.
5 representatives of executive and legislative bodies of the Russian Federation (Ministry of Regional Development, Rospatent, State Duma of the Russian Federation) took part in the work of the international seminar. The range of the questions under discussion and the atmosphere in which they were discussed were evidence of all participants’ interest in a constructive dialogue. Representatives of indigenous communities demanded the Ministry of Regional Development to hold such educational seminars in future.
Thus the international seminar demonstrated that indigenous representatives need acquisition of expert knowledge of protection of their traditional knowledge. At the end of the seminar they adopted the draft recommendations of the seminar. By a decision of the participants we put the project on our website. Everyone has an opportunity to offer their suggestions and make remarks within a month after it is officially online at our site. At the end of this period the seminar’s organizers will send Recommendations to public authorities, international organizations, indigenous organizations and academic institutions.
