Residents of Taimyr and Evenkia are for Assigning of ''Special Status'' to Their Territories
Дата: 16/06/2010 Тема: Indigenous Issues
The night before there was a roundtable meeting in Vanavara on issues of indigenous peoples of the North, which was attended by deputies of the district council, representatives of district administration, public organizations Evenkia "Arun" ("Revival") and "Nyoramni"(" Going Ahead"), family communities and the public.
At the roundtable the participants supported the initiative of Taimyr (Dolgan-Nenets) Autonomous Area to reopen discussion on the special status of areas. Once in 2006, when three regions were merging into united Krasnoyarsk Krai, autonomous districts were promised special status but it did not happen in practice.
While adopting the Charter of Krasnoyarsk Krai the question on the special status of Taimyr and Evenkia was excluded due to absence of federal laws regulating this aspect of domestic relations.
As there is no movement "from above" in this direction residents of Taimyr and Evenkia decided it is time to take action themselves - the territories should have special status and the decision of the round table on the matter was unanimous.
The round table participants adopted the text of an appeal to the public authorities of Krasnoyarsk Krai and recommended the Council of Federation of Federal Assembly of the Russian Federation in their resolution to develop a draft law on the special status of Taimyr and Evenkia and come up with a legislative initiative to the State Duma. The participants also proposed to amend the Charter of Krasnoyarsk Krai that will guarantee observance of the interests of small-numbered indigenous peoples of the North.
