 VIII Session of Permanent Forum on Indigenous Issues

VIII session of Permanent Forum on Indigenous Issues started on 18 May in the UN headquarters, New York. Indigenous representatives from Africa, America, Australia, and Asia (including the Russian Federation) are taking part in the event. The meeting began with welcoming speeches of indigenous peoples in their own languages. All indigenous women joined hands, formed themselves into a ring in the hall and sang along with the song played on the tambourine. Most welcoming speeches were devoted to the role of indigenous women. Permanent Forum’s guidelines on economic and social development, implementation of the Second Decade of the World’s Indigenous Peoples and UN Declaration on the Rights of Indigenous Peoples were under discussion.
Meetings with Special Rapporteur of the Commission on Human Rights on the situation of human rights and fundamental freedoms of indigenous people and other special rapporteurs; six UN agencies and funds (Office of the High Commissioner for Human Rights (OHCHR), United Nations Development Program (UNDP), United Nations Population Fund (UNFPA), Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), Economic and Social Department of the Secretariat) are scheduled.

The Russian Federation provided the participants with information about national measures taken to implement the Forum’s guidelines on demand of the Secretariat of the Permanent Forum. It included legislative review and review of support programmes of small-numbered indigenous peoples of the Russian Federation in the field of public health, education, culture, women’s rights and demographic problems. Unfortunately the review failed to demonstrate the complexity of administration of the law in practice.
Members of LIENIP staff – G. Shermatova (Altai Krai), I. Solodukha (Altai Republic), E. Nechushkina (Krasnoyarsk Krai), T. Kalyantagrau (Chukotka Autonomous District) – are taking part in the Forum.
